Explains that the high number of human trafficking victims in ASEAN has raised, considering that counter-trafficking strategies at the national and regional levels are deficient. Notes that ASEAN has failed to create an adequate anti-trafficking law, structure, and human rights bodies, arguing that these have not provided equal protection for all trafficking victims. Studies Cambodia, Thailand, and Vietnam in order to take a close look at their anti-trafficking laws. Specifies that these three countries are deficient in terms of prosecution, providing appropriate housing for victims, and responding to special needs such as age and gender. Adds that these countries lack appropriate practice such as in the protection of male victims, victim identification, and criminalization of perpetrators. Suggests that to tackle the scourge of human trafficking, ASEAN members must not only reform their national laws, but that the body as a whole needs to create a new regional anti-trafficking law. Deals with the ASEAN Declaration on the Promotion and Protection of the Rights of Trafficking Victims (ADTV). Argues that the ADTV will emphasize victim-centered approaches and equal protection of all victims. Notes the formation of the ASEAN Commission on the Promotion and Protection of Trafficking Victims (ACTV), a human rights body that will specialize in preventing trafficking, promoting equal protection, and prosecuting traffickers. Argues that the ADTV and the ACTV can address the strengths and challenges of ASEAN's members' national strategies and policies against human trafficking in order to alleviate the further growth of the problem in the region.
